The State Environmental Fund of the Czech Republic – Investments in Environmental Improvement

A dense network of consultants, skilled and highly qualified project managers, the fair evaluation of applications and the quick payment of approved subsidies – these quality services are provided by the State Environmental Fund to all subsidy applicants and project contractors in the field of environmental improvement. 

THE SEF'S ROLE IN THE WORLD OF SUBSIDIES

The fund provides financial support in the form of subsidies, loans and contributions to partial interest coverage. The fund obtains fi nancial resources from the European Union, namely the Cohesion Fund and the European Regional Development Fund, from the state budget and fees collected from polluters - including waste water discharge fees, fees for reclassifying agricultural land, air pollution fees and fees under the Act on Waste.

The fund's main activities include providing consulting and advisory services, receiving and evaluating aid applications, preparing groundwork materials for approving aid and the contractual agenda for providing aid, disbursing fi nancial resources to aid beneficiaries and continually auditing their use, conducting the fi nal evaluation of the use of provided resources and of accomplished environmental eff ects and occasionally imposing and enforcing sanctions in cases of non-compliance with the contractual conditions for granting aid.

Throughout 2010, the State Environmental Fund of the Czech Republic (SEF CR) has been administering two major subsidy programmes - the Operational Programme Environment and the Green to Savings. It also supports ‘soft projects' in the areas of air protection, care or the natural environment, natural resource protection and use and environmental education, consultancy and awareness raising that cannot be fi nanced by European funds.

The programme of Czech-Swiss cooperation, off ering half a billion crowns‘ worth of investments to improve the environment, to be carried out in selected Czech regions, is also going to start fully in 2010.
